It is hereby resolved that the assembled delegates, having deliberated at length upon the matters set before them, do affirm the following principles as binding upon all signatory parties, notwithstanding any prior agreement to the contrary: that no party shall unilaterally alter the terms herein without the express consent of two-thirds of the assembled body, and that this resolution shall take immediate effect upon the affixing of the requisite signatures.
