The proposal's central weakness is not its ambition but its sequencing: it assumes infrastructure upgrades will be complete before demand scales, an assumption unsupported by the timeline in Appendix C, which shows the two processes overlapping by at least eight months. A rigorous evaluation must distinguish between disagreement with a goal and disagreement with the plan to reach it — this critique concerns the latter entirely, and could be resolved by resequencing rather than abandoning the proposal.
